Saying a perceived threat is not a threat is about as backwards as it comes.
Only people that can't put two and two together will say a percieved threat in a system is not causing any harm.
A group can operate with quite a bit more efficiency in a situation with no cloakers compared to a sitution with one or some. Reduced efficiency = reduced isk = reduced pvp financing = reduced pvp capability. Ultimately the same as shooting ships.
And thats all good and fine.
But it should not be a attainable while being afk for extended periods. That is of course an opinion - but I would like to think that afk gaming is abhorred by quite a large majority. I dont think an invisible ship that didnt need controllingand could blow up an enemy ship once or twice an hour would go down as well as this apparently does. Effect is the same though.

I dunno how you've mangaged to miss the several times that has been pointed out already - or managed not to figure it out yourself - but lets just reiterate:
You don't know if people are afk. So you have to constantly act as if they are not. Ergo they pose a threat when afk or not.
See above for the problems regarding the afk part.

So according to you, suicide bombers/plane-hijackers are only a threat when they actually blow up/hijack a plane? We can remove all security in airports, because there really is nothing to worry about... unless ofc. someone does something that is...
When you have no way at all of determing a threat as being only percieved and not actual, it becomes the same thing as an actual threat - as far as the needed vigilance goes. You can use phrases like "its only in your mind" to try and belittle it, but the fact of the matter is that there is no way to determine when it is just that or for real. So that distinction cannot be expected to be made. Hence every airline passenger goes through the same security ordeal.
You pose the exact same threat to your opponent when afk cloaked or when "actively" cloaked. There is no difference at all to the enemy. So they are actually a threat. And impose a cost when being so.
